MH PbR needs to viewed as much more than just the implementation of a new financial model. Its implementation offers the opportunity to completely reform MH services and deliver “Payment by Recovery” and commissioning leadership is required – to date the support they have received has been minimal.
Implementation needs to be driven through the Finance, Quality and Contracting agenda and CCG learning across 2012/13 is pivotal if benefits are to be realised
