NHS West Midlands invests a substantial degree of funding for NHS organisations to enhance the skills and knowledge of post registration clinicians within the region according to local workforce development and business requirements. This funding stream is referred to as 'Learning Beyond Registration' (LBR) and offers a contribution to NHS organisations plans to support the learning and development priorities of qualified non-medical clinical professional staff within NHS West Midlands organisations.
The 2010/11 Learning Beyond Registration timetable is outlined below:

We confirm with each individual Trust/PCT the costs of the LBR planned activity that they have requested to be provided by Universities.
We will also confirma any remaining funding from their allocation that will be passed to the Trust/PCT to be used on non university based activity.

We have a Performance Monitoring and Evaluation Framework in place which clarifies expectations of all parties involved in LBR process. This framework promotes a reasonable degree of flexibility for Trusts and PCTs when managing LBR, while offering Universities sufficient notice when changes are required. Penalties exist for both parties for acting out with this framework.
NHS West Midlands will require Trusts and PCTs to report their actual LBR activity in line with the timescales described in their Learning and Development Agreements.
